Zero-based budgeting legislation introduced...
State Senator David Shafer (R-48) has introduced legislation simply called the Budget Act, which would add zero-based budgeting to the Georgia General Assembly.
This is something that I think all municipalities and counties need to adopt...especially McDonough and it's $14 million debt.
Zero-based budgeting allows funding on needs and provides a way to cut out a lot of waste in the funding process. I think the GGA would be wise in adopting a strict version of this legislation in order to be fiscally responsible to the taxpayers of the state. I know...I know, it won't happen.

I thought Carter tried to set up zero based budgeting when he was Gov.
In addition to starting from zero, I believe it forces each department to rank its necessities for funding in order.
I see the problem of the bureaucracy distorting the importance of items, pushing things that they KNOW will get funded on down the list. That way, the "pork" if you will, that they placed on top of the list is guaranteed to be funded.
