Incumbent protection...
If you think this is anything more than incumbent protection, well...then I'd like some of what you are smoking:
The Henry County Board of Commissioners is lowering the County government’s portion of property taxes for 2006. The new millage rate for unincorporated Henry County will be 11.199, down .041 from 2005 when it was 11.24. The decrease helps slightly to offset an increase in the Henry County Board of Education’s portion of the taxes, which results in a total millage rate for unincorporated Henry County of 37.509, up just .559 from 2005.I support tax cuts across the board, but the fact that this is announced just before the runoff is nothing more than an attempt to buy votes. This current county commission has gotten far too comfortable.

I made an error when I went on a rant under the Davis on Marta post. I said the BoC gave us $7 in tax relief this year; it is only $3 on the average house value of $180,000 in Henry. Sorry to have skewed the numbers such.
I’ll try not to shoot from the hip any more on the numbers.

Hmmmm...you may be reading too much into this. The 'date submitted' on the web site was on July 27. Almost two weeks ago from this post. Somehow, I don't think the two are related. Could be, but highly unlikely.
"...Puff,puff,pass..."

The story ran in the Herald on Monday, July 31st and July 27th was a week ago today.

i think the announcement might have more to do with the legal requirement to run an advertisement listing the millage rates for each of the municipalities and the counties in the county's legal organ, The Herald a certain number of days before the board "hears" it. As I recall, an ad ran in the Herald on that friday. perhaps the county wanted an opportunity to explain more about the tax cut without having to pay for more ad space, so they timed a press release for the same day. Just a guess, but it makes sense since there are legal requirements to advertise such changes in the taxes.

I have to agree with you Jason - Adams hopes this will help his chances because he thinks he is on his way out the door and well, Basler was ahead in the entire race back in July - maybe this is a last ditch effort to keep them both on board... in one of thoses cases, I hope that they arent successful

We are just talking about two county commissioners that is up for re-election, the majority of the commissioners are cruzing for two more years. Thus I doubt the tax cut has anything to do with the election or the run off.

Well, then you would be wrong.

Do you really believe what you are saying?
The week before a runoff, the BOC passes a tax cut. Why not just wait another week or so after the runoff?
I'm sorry, that just doesn't sound kosher.

Right...I still think its unrelated. You make it sound as if the entire Board got together and came up with a 'crazy scheme' to keep two of its members on Board. It verges on conspiracy and seems highly unlikely. I'm sure there's a logical/legal explanation for it.

I believe that may be what has happened. Do I have proof of it? No, just speculation.
But it's interesting that the BOC passes this just before a runoff.

Although I don't see it, I definitely can see how one could interpret this as a re-election ploy.My question are...
Does this Board work well together?
Would there be a tax-cut regardless of the elections?

The "tax cut" is incidental and virtually meaningless. $3 or $7 does nothing for you or me, but it gives a reason for press coverage!
The current board works together. But there is a division of philosophy: One one side is Harper, Adams and Holder. Although Holder does think independently, his votes generally follow Harper's lead. Adams, I am convinced, does not think - but he follows Harper in efforts to curry favor and campaign contributions.
On the other hand, Mathis, Stamey and Holman have shown (votes and public statements) to uphold adopted land use plans, protect citizens against taxes for special interests, and to preserve the integrity of the board.
